A note from St. Croix 24:
August 2013 - There was a lot of damage in Frederiksted when Hurricane Hugo hit the island in 1989. More damage occurred when other hurricanes passed over the island years later. What Hugo did not blow down or damage other hurricanes did. Some houses were repaired. Many houses were never repaired and still stand today in disrepair. The island residents discussed things in reference to Hugo - Before Hugo and After Hugo. That may have changed.
