A beautiful facility but void of visiting cruise ships.
The reason for this is a long story.
If you ask the government, you get one story.
Ask the natives and you get another story.
Ask the cruise companies and there will definitely be another explanation.
And for that reason, I will refrain from making any comments.

No cablegram found in the envelope. The stamp on the top portion reads, "Christiansted, May 19, 196??" It is stamped in red, "Jun 6, 1969". Could this be the cablegram received to notify Ma that Paco had been injured in Vietnam?
